Harassing phone calls can not only be annoying but also very distressing. Unfortunately if you live in California the only phone harassment in California that falls under the law is the threaten phone call. If someone calls you and threatens bodily harm this falls under the California Stalking laws and can be punishable by up to one year in prison and/or a fine of up to $1000.
In my opinion I think the people of California should petition their lawmakers to pass more comprehensive telephone harassment laws and vigorously enforce them. They can look at laws on the books in other states for ideas. I believe unchecked telephone harassment can cause harm in the form or mental stress even if the caller isn’t making threats of violence.
